Why can't you just download "all MUGEN characters"? Because there is no central database. Characters are built on different (1.0, 1.1, WinMUGEN, and the newer 1.2 Alpha). A character built for WinMUGEN might have broken palette mapping in 1.1. A character using 1.1's "Zoom" feature will crash 1.0. Furthermore, the "Def" file (the character’s index) requires specific sprite sheets (SFF) and AI state files (CMD).
